Govern AI value, not the token allowance (404 Media)

Accenture tells its clients to go all in on AI. This month, many of its own staff were told their Claude allowance is US$29 a month.

404 Media reports that employees subject to the cap, some of whom had been spending as much as US$1,000 a month, are scrambling to keep the access they had. Accenture is not alone. Companies across industries are discovering how fast serious users burn through AI tokens, and many are curbing use in response. There is a particular irony when the company doing the curbing is the one advising everyone else to invest heavily.

Easy to mock. More useful to ask what it reveals.

Software licences were a fixed cost. You bought seats, and the more people used them the better the return. AI is consumption-priced. The bill rises with every serious user, and the heaviest users are often the ones producing the most value. A finance team trained on seat licences will instinctively cap the very behaviour the strategy says it wants.

There is a real governance point under the irony. Uncapped consumption pricing is not a strategy either, and token spend with no line of sight to output is how AI budgets blow out. Cost control is not the mistake. Controlling the wrong number is.

A flat ration treats a casual user and a power user the same. That guarantees you underfund the people who have worked out how to use the tool well, and overfund the ones who have not. The better question is not how much each person may spend. It is what each dollar of spend produces.

That measurement is not exotic. It means knowing which teams use the tool, what work it touches, and what comes out the other end: proposals drafted, code shipped, hours returned to billable work. A CFO can govern a number like that. A flat monthly ration governs nothing except the invoice.

Most organisations will hit this within a year. The ones that handle it well will know their value per dollar of AI spend before the cap gets set.

Who owns that number in your organisation?
